About Siccar

Siccar was founded in 2018 on a straightforward idea: the gap between a business need and a working system is mostly translation. Operations knows what's broken. Engineering knows what's possible. Someone has to sit between them and turn one into the other.

That's the work we do. We're a small, senior team — the people who scope your project are the people who deliver it. We've built general ledgers used by a thousand people, stood up governance for dozens of engineering teams, and cleaned up backlogs that had been open for years. We bring that same discipline to organizations that don't have a hundred-person IT department.

Siccar is a certified women-owned business headquartered in Fremont, California, serving clients across the United States.

Why Siccar exists

Siccar started with inspiration from my mother.

When my brother and I were little, my mom left her secure government job — the kind you were supposed to hold for life — and began trading raw materials for small-scale manufacturers. She built it one supplier and one customer at a time. I learned two things watching her: that the safe path and the right one aren't always the same, and that small manufacturers are serious businesses run by people who deserve to be taken seriously.

I spent my career in enterprise program management, most of it at Meta, learning how large organizations deliver complex work — what makes a program land on time, and what quietly kills one. I started Siccar on my own, and in July 2026 I left Meta to run it full time.

Smita founded Siccar and leads its delivery practice. She brings more than fifteen years of enterprise program and portfolio management, including four at Meta, where she managed programs across enterprise infrastructure — building governance from the ground up for more than thirty internal engineering teams and replacing scattered requests with a single structured intake-to-commit pipeline. She left in July 2026 to run Siccar full time.

Her track record is in bringing structure to ambiguity: taking initiatives that have stalled, resolving what's actually blocking them, and translating technical complexity into decisions executives can make. She has cleared multi-year ticket backlogs, lifted critical-issue resolution from 75% to a 90% SLA target, and reduced new-team onboarding time by 40% through reusable templates and clear ramp-up paths. Earlier in her career she led testing and reconciliation for a core banking system replacement at MUFG Union Bank, and deployed IT service management platforms for enterprise clients at Wipro.

Smita holds a Master of Project Management from DeVry University and is certified as a PMP and Professional Scrum Master. She works out of Fremont, California.

Sam leads Siccar's data and financial systems practice. He has spent twenty-two years building the systems finance organizations depend on, currently as Senior Director at Visa, where he architected a revenue analytics platform from the ground up and was promoted from Director within two years.

Before Visa he was a Vice President at MUFG Union Bank, where he led the design and implementation of a new general ledger serving over a thousand users, four hundred reports, and more than a hundred and thirty system integrations. He has a habit of finding the simplification other people miss — redesigning a month-end tax rule set from 1,600 rules down to 93, or building a reusable integration framework that saved roughly $300K on every subsequent build. Earlier roles at Ntranga, Serenity Infotech, and AXA Business Services covered ERP implementation, data archival, and automation across the US and Asia.

Sam holds a Master's in Information and Data Science from UC Berkeley, where he received the Hal R. Varian Capstone Award, and is a certified PMP. He works in SQL, Python, and R, and is fluent in English, Hindi, and Marathi.
